The Instructional Leadership Council (ILC) establishes task forces to help carry out its school improvement work. Task forces are established for specific purposes defined by the Council as a whole.
Committee membership
Depending on the purpose of a task force, the Council may seek task force members with particular expertise, experience, or responsibilities. In most cases, the Council seeks task force participants representing ESDs of varying size and geographic location.
Task forces generally are made up volunteers from the Council, although other stakeholders in school improvement, including representatives from the Oregon Department of Education, K-12 school districts, and community colleges or universities, may be invited to participate as well, as the situation warrants. All Task Forces provide the ILC with updates. The EESC School Improvement Director participates in all of the task forces.
Current committees
The following task forces are established at this time:
• Evaluation–to design impact, output & impact evaluation tools for TLC components-Chair: Scott Perry; Alana Croyle, Kathy Helgeson, Patty Parnell, Carol Middleton, Lori Cullen, Debbie Startt, Kelvin Webster
• Essential Elements–to link TLC work to the ODE Sustainable Cycle and identify resources and support available to districts for each juncture of the cycle-Chair: Darbie Dennison; Kathy McCollum, Sam Tupou, Tom Luba, Michelle Wolf, Eric Volger, Dawne Huckaby, Sandie Price, Marta Turner, Art Anderson, Rinda Montgomery Conwell
• SEC–to help ESDs assist school districts in using the Surveys as a key part of a district's overall school improvement effort. -Chair Penny Grotting; Liz Wicklander, Carol Larson, Kathy Emmerson, Alana Croyle
• Leadership–to draft OAESD Leadership Plan and coordinate Leadership sessions offered at COSA, OSBA, Summer Institute. Chair: Sandie Price, Art Anderson, Scott Perry
• Oregon School Improvement Facilitators (OSIF, formerly known as RSIC) to coordinate and support facilitators throughout the state. Chair: Carol Larson & to be determined
ILC Schedule
The ILC holds three regular, day-and-a-half meetings during the school year, one in the fall, one in winter, and one in spring. ESDs throughout the state take turns hosting these meetings. ILC committees generally meet the evening or morning before the day-and-a-half meetings and may also meet via videoconferences.
The ILC also generally holds a shorter meeting at the Oregon Association of Education Service Districts (OAESD) Summit, which immediately precedes the Oregon School Boards Association (OSBA) Annual Conference in November. Further, the ILC usually meets in a special work session prior to the OAESD Annual Conference in May.
